You may find useful subset-098:
http://www.era.europa.eu/Document-Register/Documents/Set-2-Index063-SUBSET-098%20v300.pdf It's a protocol designed for radio communications between radio block centres in the context of ERTMS (European Railway). It support both cyclic and request-respond data interchange. It satisfies CENELEC'S safety requirements for communications in railways (EN 50159).
The specification is public (and free).
